Þema ráðstefnunnar var:
How to develop Safe Communities in Europe using the Nordic experiences, re-establishing a European Network of Safe Communities”.

Slys eru í þriðja sæti yfir ástæður dauðsfalla í Evrópu og ein megin ástæða varanlegs heilsuleysis. Þegar litið er til fjölda þeirra sem missa lífið, þjáninga og efnhagslegar afleiðingar þessara slysa þá hlýtur að verða að líta á slys sem einn megin vanda lýðheilsu.

The European Safe Community Network (ESCON)

A network was established for the EU-member states and the Eastern/Central European countries. During the first meeting in Falköping, Sweden 1997, a Steering Committee for the further develop­ment was established. A report from the meeting is available (KI Red Report 368).

A network meeting was organized 1997 by Karolinska Institutet and the Falköping Municipality in Sweden to promote the establishment of the European Safe Community Network/ESCON. National and local representatives of 21 countries have accepted the working documents of the Network, elected a Steering Committee and a Secretariat.

Two planning meetings were held in the Netherlands in May 1998 in connection to the 4th World Conference on Injury Prevention and Control and the 7th International Safe Community Conference. One business meeting was held at the 8th International Safe Community Conference in Vienna 1999, where The First European Region Safe Community Conference was held. Another business meeting was held at the 1st Safe Community Conference on Cost Calculation and Cost Effectiveness in Injury Prevention and Safety Promotion, in Viborg, Denmark 2001.
